Springfield Town Library operates under the authority granted by Vermont law, the Town of Springfield Charter, and the Town of Springfield Ordinances.

0.4.1. State of Vermont

0.4.1.1. Statutes: The State of Vermont has several statutes that govern the establishment and management of public libraries. Title 22 : Libraries, History, And Information Technology, Chapters 3 & 4 define those requirements. (Appendix E)

0.4.1.2. Minimum Standards: The Library shall make every effort to annually meet the Minimum Standards for Public Library services established by the Vermont Board of Libraries. (See Appendix F)

0.4.2. Town of Springfield

0.4.2.1. Library History

The Springfield Town Library was incorporated under the laws of the State of Vermont on November 3, 1870. It operated independently under a Board of Trustees until January 1976, when it became a department of the Town Government of Springfield. The Board of Trustees now functions as specified in the Town's Administrative Code, Section 2-41 through 2-49 (and amended by Ordinance O-2003-1 and O-2003-2). See Appendix G.

0.4.2.2. Charter
The Springfield Town Charter provides for elections of Library Trustees. A copy of the sections of the Springfield Town Charter pertaining to the Springfield Town Library can be found in Appendix H.

0.4.2.3. Agreement between the Town of Springfield and the Springfield Town Library

In 1976, the Springfield Town Library ceased to operate as an Incorporated Town Library and became a department of the Town of Springfield through an agreement between the Board of Trustees and the Town. A copy of this Agreement can be found in Appendix I.
